It appears that it cannot access the hard drive in order to boot.

Try booting from a floppy disk or CD.
If this also fails then the problem is with the controller board(s).
If this works then the problem is with the hard disk.

***
Error: PXE-E61: Media test failure, check cable.
PXE-MOF: Exiting Intel® ROM

Cause:
This is an expected operation. In the Boot Device priority setting in BIOS, you will see Removable Dev. (floppy), Hard Drive, ATAPI CD-ROM, and typically last is Intel® UNDI PXE 2.0.

This setting will attempt to boot off a remote agent using the onboard NIC. By seeing this message it means the PC cannot find a boot partition on the floppy disk, hard drive or the CD ROM to load the operating system.

it seems, Your laptop has problem with motherboard.
PXE ROM points to this.
also, laptop can't test media and also it can't locate local hard drive. All controllers in laptop are on motherboard.
So, You should go to the service center.
