SAP PS PM WCM- rare modules, especially WCM. Where can I find such a consultant for a project to be based in Sweden?

PS and PM are not so rare indeed. You shoyuld get 2 people one withe PS and PM and another one with WCM.

There are a lot of freelancers on the market which will be more than happy to do the job

All over the world via a headhunter... if the SAP modules are specific you should be able to prove your case for a work permit in Sweden.
