Yes, pap smears are VERY important because it detects HPV which can cause cancer. You don't have to be sexually active to get cancer. So, if you haven't already, make sure you schedule a pap and get one annually.

No absolutely not. Virtually all cervical cancer is caused by HPV, which is sexually transmitted. (Verified by Cancer.gov & American Cancer Society). Paps ONLY detect abnormal cervical cells, nothing else. A woman has 0.65% lifetime chance of developing cervical cancer, according to the BMJ. Don't listen to theses idiots, do your own research.

When you become sexually active or turn 18 it's recommended you start getting them, and it's a really, really good idea. It's not that they're my favorite annual activity, but it's more than worth the unpleasantness to avoid the alternative of cervical cancer. Not to mention they do manual checks for breast cancer and any other abnormalities. This is somewhere you don't want to gamble.
