Well, I think one way is reward/punishment.
Tell yourself that you WILL finish this next task and you won't start on another one until you finish it... And if you don't go through with it, think of something you really don't like to do and tell yourself you'll have to do that if you don't go through with finishing something. Start getting into the habit of finishing things and it'll become second nature.

Break tasks down into smaller pieces. For instance, if you need to clean your room, first just make your bed, then go do something else. Later come back and pick up clothes off floor, then go do something else. You probably don't finish because you wait until the tasks get so large that they overwhelm you.
