if you format you computer you can be sure that everything is gone including spyware. but spyware can also be removed by anti-spyware (that's why antispyware is called so..lol :) ). there's also the third way. if you know names of all the files that are installed on a computer by spyware, you can find them and remove them manually. this way is the cheapest, but it's difficult to find out which file is malicious and which isn't.

There are different solutions
1) Go to "Your default partition (usualy C:\) > Documents and settings > *Yourusername* > Cookies" and there you will find lots of documents, Those are cookies. Select them all and press delete on your keypad (right click then delete if you dont have it) This will delete all of the cookies on your username and this could be repeated onto different account without having to switch usernames then going to the internet options and delete the cookies there.
2) Download Spybot S&D and Ad-aware personal edition; they are very effective, free and work differently. Ad-aware can be used to remove cookies and bad programs while spybot can be used to check start up programs are safe, immunise your computer against bad spyware programs and sites etc.
3) If you use Internet Explorer or Firefox often then download McAffee Site advisor (very useful and protects me from downloading a virus by accident) site advisor indicates if the website is safe (green tick), fairly unsafe (Yellow marked with !) and very unsafe (Red marked with X don't download anything from it or access those websites) and you can click on the site advisor indicator to bring up a report about that website, which could be useful to avoid what links to access, how many pop ups appear, how much email is sent to your inbox and you can find other people's opinions about it and say what they experince about that site if its good or dangerous etc. Site advisor also gives you a warning if you are downloading something, which could be unsafe and asks you if you want to continue or cancel it.
4) Do not go on to websites you are not confident with or not sure about even if you are trying to find something that are not on the websites you trust.

most virus are spread through IE. IE is not a safe browser. you should use a more secure browser to protect your PC from virus.
i recommand you to use firefox with Google toolbar. firefox can block any any popup and disable any virus and adware, spyware on webpage, so, firefox is much safer than IE browser. as you know, most of virus spread throught internet and webpage.
besides, firefox is much smaller than IE, so it run faster than IE.
