Soggy obviously didnt read the question. You said the back seat of your car, so that leaves out the windshield or the heater core which is in the front of the car.
the only way water can get to the rear of the passenger car is either by the window being opened just enough to let water in, or there is damage in the floor pan and water will enter from underneath the vehicle and saturate the carpeting. I know some vehicles have rear heaters and utilize a heater core for the back seat. But i do not believe the Dodge Neon is one of these model cars. But i could be wrong.
Sorry i could not be more accurate, but i would go with the damaged floor pan.

Either your windshield is leaking or you have a bad heater core, to change this on a scale from 1 to 10, I put it at 7!! No heater core is easy to change. I have done alot.
