First of all, you don't "need" to believe that being able to choose is a "power." You can believe anything you want.
I can give you reasons it is or isn't, however.
It is not a power because:
1. Many times, the choice you make is really not your own.
2. Many times, the choice appears to you as right or wrong, and as a "good person," you feel like you are forced to choose the "right" choice.
3. Choice can be seen as more of a privelege than a power.
It is a power because:
1. Freedom is power. Freedom to choose is power.
2. Being able to choose gives you power over your own life. For example, if you let your parents choose all of your decisions for you, sure, it would end up with you having the best, but you'd be losing the ability to make your own mistakes and decide for yourself.
3. What you're doing right now is power. You have the ability to ask a question like this. Questioning your choice because you can. Imagine not even being able to question having a choice. Imagine having to listen to everything somebody else said, as if you were his puppet. Powerless.

I don't know that I'd call it a power rather than empowering. Having a choice and making it is taking control of a situation rather than doing what you are told to do without a choice.

It's not a "power". You help but TO make a choice. It's all based our previous reinforcement history and learning. Most of psychology is bs. Psychiatry too.

Freedom of choice is a power unto itself. Because if you have no choice, then you'll have to do whatever I tell you to do thus you have no power.
