0.20 is not just pronounced "zero point two zero". You can also say that it is "two tenths." This is because the two is in the tenth place. If we had the number .23, then 3 would be in the hundreth decimal place, etc. "Two tenths" is the same as 2/10. You can see that both the numerator and denominator are divisible by 2, so divide each by two and you will receive 1/5. This is your fraction in simplest form.

However, whenever you do this, remember to cancel out factors in both the numerator and denominator to reduce it to the lowest possible numbers.
Example:
0.753 = 753/1000.
We write 753 over 1000 because moving the decimal point over three places to the right is the equivalent of multiplying the number by 1000. By doing that, we are actually only multiplying the decimal number by 1. Here's why:

Another example:
1.62 = 162/100 = 81/50
We write 162 over 100, because moving the decimal point over two places to the right is equivalent to multiplying the number by 100. We can reduce this to 81/50 because 162 and 100 both contain the common factor of 2. If we actually divided 81 by 50 longhand, we would get 1.62.
