Mauna Loa (19.5N, 155.6W)
Elevation: 13,681 feet (4,170 m)
Mauna Loa on the island of Hawaii is the largest volcano on Earth with an estimated volume of 9,600 cubic miles (40,000 cubic kilometers). It makes half of the area of the Island of Hawaii. Mauna Loa began to form nearly a million years ago. There is a caldera, Mokuaweoweo, at the summit and rift zones extend to the northeast and southwest. Mauna Loa is in the shield-building stage and is one of the most active volcanoes on Earth, erupting 15 times since 1900. The last eruption was in 1984 and sent lavas within 4 miles (6.5 km) of Hilo.

Well...
That depends on what you mean by volcano... if you mean the standard, visible, Mt. St. Helens type, then "Tara" would be right. However, two things:
1.) If you expand your definition of "volcano" then I have another contender: Yellowstone National Park. Yep. The WHOLE thing...one giant volcano!
http://en.wikipedia.org/wiki/Super_volcano Now, if you mean "ka-boom!" potential, then, there is an index of "ka-boom!" called the Volcanic Explosivity Index:
http://en.wikipedia.org/wiki/VEI
2.) Well, this is a bit disingenuous, but in your question, you didn't capitalize the word "world", the capitalized version ususally alluding to the planet "Earth" a.k.a. "Terra" or "Sol-Three", so I could interpret your question in a different way, to give the answer for the biggest known volcano:

Unfortunately, it's on Mars...
:)
Hope that helps...
Oh, P.S.: If you want to get down and dirty, here's a list of the worst historic volcanoes, by estimated death toll...

The largest lava shield on Earth, Mauna Loa, rises over 9,000 m from the ocean floor, is 120 km in diameter and forms part of the Big Island of Hawaiʻi. Olympus Mons is the largest shield volcano on Mars, and is the tallest known mountain in the solar system. Smaller versions of shield volcanoes include lava cones, and lava mounds.
