what?! you can't speak English fluently? you're a Filipino and you can't speak English fluently.. i thought filipinos are good in english because that is their 2nd language.
i think Filipino teenagers nowadays can't speak fluent English because they don't study, they always go to the mall, they always play online games right after school.

but the best way to improve your english is by taking more english subject, talking to some foreigners(i hope that would work! LOL), and by a language exchange! you know, teaching non-english speakers how to speak english.. i think it's hard to find a language exchange partner there in the philippines but there are many websites that you can access like mylanguageexchange.com but it's a paid site.

Best way is see if you can find someone who speaks English and do a language exchange. You can teach them your language in exchange for them helping you with English.

most public libraries have a special service, literacy and or outreach services....ask about getting a free tutor and if this service is available in your local library.
