Need more info to give correct solution. May be due to several reasons. If only start up is slow but other wise it is ok then the answer is clearing startup. It has been discussed in one of the answers (msconfig). Cannot give you the exact process as the OS is not known to us. Be careful not to disable your antivirus and anti spyware program while doing msconfig. If you need more help let us know the OS and every other details that you think is relevant.

Several things you can do if your startup has slowed down since fresh windows install.
1. reduce the programs that are in your startup folder
2. make sure if you run multiple networks, to limit to those really needed (saves searching all the time)
3. if you use drives on different peoples machines do not have them automatically mount on startup (system keeps looking for them)
4. get a registry cleanup routine (I use easycleaner). This will remove registry inconsistencies that occur after software installs. These inconsistencies slow down your startup.
5. make sure your programs are all up to date (windows, and virus scanners in particular)
6. make sure your hardware drivers are up to date
7. press and see what programs are running after startup. Some may install without being in the startup folder -- programs like easycleaner deal with these.

Click Start > Run and type "msconfig" at the prompt. Click the Startup tab and look at all that junk that loads when you launch your PC. Turn off anything else that looks useless, but be careful not to disable Windows system components.

its probably the processor or the amount of memory you have. or it could be the number of programs you have installed. try that first.
