It's impossible to say, because you left out a vital condition, namely that:
All students can speak Hindi or English, and some can speak both.
Without this condition, for example, 23 could speak Hindi, 13 could speak English, and of the remaining 14, some could be mute and others could speak Sanskrit, Malayan, French and whatever other languages one might care to toss in.

First
you already know 23 only speaks Hindi
and 13 only speaks Englsih
Add 23 plus 13 which equals 36
After that
do 50 subtract 36 and the answer is 14
There are 14 students in the class that can speak both Hindi and English
and
There are 37 students that can speak Hindi

If 23 out of 50 students can speak Hindi only, that leaves 27 students, of which 13 students speak English only. This means 14 students speak both Hindi and English. Add the other 23 who speak Hindi only and you have 37 students speaking Hindi.

Assuming all 50 students speak either Hindi, English, or both, 14 students speak both Hindi and English. 14+23=37 speak Hindi.
