well there is really no laws or requirements you have to pass in order to fly a kite. but if you read on the package that comes with the kite it will normally have a suggested age use. i.e (ages 3 & up) but that is just a suggestion provided by the manufacture to ensure safety. it is normally determined by the complexity of the toy and the amount of small peices that could be swallowed or because of a risk of choking because the string could wrap aruond the neck of the user if they are under that age. but as i said before it is just a suggestion and you can fly a kite at any age. but if a 2 year old was to fly a kite unnatended and get killed by the string choking the kid then the parent could be held responsible for the death for not watching the kid while it used the kite.

i have been flying kite since i was 5......if you never did it then I would recommend u to start right now....it is one of the experiences u would cherish for life....tc
