It had frankinstien(frankie), a vampire guy that had eyes that would spiral when he tried to hypnotiize someone, and a werewolf that wore shorts and sandals and rode a skateboard. They use to sing a song that went," chicka boom chicka boom, don't you just love it, chicka boom boom boom!" it was in the late 70s early 80s.
PLEASE, I've tried to remember the name of that show for years and no one remembers it, so any help would get rid of my migrain, THANKS!

It was indeed the Groovy Ghoulies. It was part of the Filmation stable of cartoons that produced the Archie cartoons in the 60s and 70s.

If I remember correctly, it was in fact a spin-off of the Sabrina the Teen-Age Witch cartoon, which spun off of the Archie cartoon

The song is called "Chick a Boom". It was a hit for one-hit wonders Daddy Dew Drop. (Believe it or not, I did not have to look that up.) I know you are actually asking about the cartoon, but I thought I'd throw that in. :)
