yes they can find out using plenty of tools
to find out your own ip address click start>> run>> type CMD >> type ipconfig and hit enter
if you are using DSL line mostly your IP wont appear that way you need to go WWW.WHATSMYIPADDRESS.COM.
how to find people address you must know about networking and Internet but netstat is cool tool for experts. some other trace tools are there. try TCPView http://www.microsoft.com/technet/sysinternals/utilities/TcpView.mspx but you need the knowledge about TCP/IP.
