i'm not sure if they do or not. it could be they're the same size, they just have smaller faces so they look bigger.

orrrr, to trap more dust and stuff since babies dont really know to wipe their eyes when something gets in them

I have read about this:

a) They only APPEAR longer, relative to the child's face. Also because they are very black, due to no exposure to the sun/wind etc.

Long or short eyelashes are determined by GENES - there is nothing you can do to increase the geneticly predetermined lenght of your eyelashes (except get implants!)
