Metastock is probably the best overall, but the cost is quite high (but well worth the cost, IMHO). However, I know several people that use TC2000 from Worden Bros. While not as advanced at Metastock, it is still quite good. And the best part is you can download the software free from their website and than get on demand updates to the prices, etc for 29 or 30 bucks a month. Below is the link to their website, good luck!

The best scanning tool is your mind and a notebook. Just make a list of 200 top capitalised stocks in your market. And then start tracking the main index. When index falls, observe which stocks are not falling, and then when index stops falling, just buy those stocks which did not fall.
I don't think I can explain more here as short of time and space.

Metastock, it's one of the most popular one. Alongwith a few of the plugins, you can do a whole lot of things with this software. It's huge and also very costly software. You will need a real fast internet connection and a high-end computer to handle the data transfer.
Ultimately its human judgement that helps, not software. So don't be totally dependent on software's, which though good, work on calculations.
