Nothing is wrong. Your PC has built-in video that takes a chunk of main memory for video. It's known as "shared memory architecture".

Just add more memory. You want at least one Gigabyte of RAM.

Sounds like the wrong type RAM. Is this 1 stick or two? At any rate, take it out, clean the contacts with an eraser and make sure it is properly seated in the slot. You can also go to crucial.com and get a free scan to help you out. Good luck! By the way, HP's are notoriously finnacky about RAM. Must be the correct type.

yes I would say your ram is not working,,, if you have two sticks in then one is not working as it should, make sure it is seated proper by pressing them down ( not to hard tho)

the 256 stick that is working is ok at 192 meg you see windows and the computer takes up a few meg of ram that is needed to run programs thats loaded at bootup

That menas that you memory stick is damaged or dented at the slot. In this case I suggest a new stick.

64MB is allocated for your video leaving 192MB of the 256 MB shared memory free.
