Yes, you would be able to burn files (i.e. movies, videos, documents, etc) to a DVD. In order to do this, you would need to use software to burn a DVD. Maybe your computer already came with software such as Nero.
There are also programs out there where you can create DVD-quality DVDs...that is, with the start-up menu where you select different options such as Play Video, Scene Selection, View Photos, etc.
Also, make sure you buy DVDs that also say "DVD + RW". There are other formats which may not work.

you can ... but u will need a converting app to turn whatever filetype of movie you downloaded into dvd format to watch on a living room dvd player ... you can burn the downloaded movie as data and watch it on the pc ... and some "divx" compatible dvd players will play data disks as well ... but anyway .. u need a converter like winavi, possibly an authoring app depending on wat ur goals are with it, and a burning application ...

That means that you could download movies and burn it to a empty DVD. Or you could copy a DVD that is not copy right protected and burn it to a DVD.

not that simple most movies are larger than a cd will hold and then you have to have the software to play the format type so I would say no you can't

rewritable means that you can "erase" rewritable DVDs/CDs
what you're asking can be done on any recordable media
rewritable simply means that you can erase the dvd later and place new data on it

If your computer is not working properly while you are working on it, it could be a problem with device drivers, hardware or software.
