The name might be a cliche' coz Dept of Education might not approve such institution. But to allude a university as such, the highest tuition fee and student scholars are admitted is the criteria. In Philippines, I could pick some but I am afrain u r from another country.

Yes, it is an "in" joke, not an actually existing school.
Basically it is a school for people with lots of (new) money but no culture and no education.
Stereotypically speaking.
