Not sure, but if you cant find out go to a dealer for your make of car. I needed a little nothing part that wore out, that never should be replaced on the life of a car, and the guy at the parts counter pulled up a diagram of my car with the name of every part for the system I told him about, and gave me the name and option to order it.

If you're talking about the loop that holds the part of the sead belt at the shoulder, it's called a seat-belt shoulder mount.
