The HVAC industry would be a good place. I'd suggest Contractor Magazine, and possibly trade shows.

Well...the government has a need for such devices...

If you have such a device then it must be assessed for technical readiness level and engineering readiness level before it can be sold to the government. There is a formal process for doing this that is typically taught (in principle if not in practice) at all major Engineering schools. Promising candidate technology applications compete in peer reviewed contolled tests every year. It helps to have a congressional supporter btw.

If you have a device that is technically mature and has been engineered to be mass produced then there is a chance you can compete with industry for government contracts. These can be found in the many Broad Area Announcements that are placed every year for various technology application areas.

Air quality is a significant problem in enclosed places. Try Homeland Defense/ The NYC Port Authority/Major Departments of Transportation in the top 25 cities that have tunnels, i.e. Baltimore as well as hospitals.
