For the same reason people open the refrigerator door, close it, and open it again as if something better to eat will materialize in the meantime.

Because you might be dehydrated that is why.
Lots of people confused hunger for thirst.
Your body might need fluids but you think ( your mind) wants food..

Usually when I am hungry but nothing sounds good, I will eat some peanut butter. It always seems to hlep.
