Victoria's Secret is having their semi-annual sale at the moment (ends on the 29th of this month). I went today and a lot of bras range in prices, but I think the cheapest I saw was $19.99, so a bit more than what you're asking for. However, I get my bras from American Eagle Outfitters which are low cut and semi-push up. They're very comfortable, as well.

National Wholesale liquidators or any store that specializes in selling the discontinued items of other stores. You'll get your Victoria Secret's push up bra, but it'll be last year's model, or a type that just didn't sell well because of it's color or style or something.

Victoria's Secret is having their semi-annual sale right now.... and while they are more expensive than Wal-Mart or Target, their bras LAST. I have bras from there that I have had for three or four years! And since they are having their semi-annual sale, you can find great bras for around $20.

I bought a push up bra (wonder bra) at ross. You can also check Walmart, and the clearance racks at JC Penneys.

Have you tried Soft Sensations at Shopko, or Gilligan & O'Malley at Target, or Delicates at Penneys? This time of year everybody is having Lingerie/Intimate Apparel sales. Get shopping girl. There has to be a bra out there somewhere to fit your body, your style, and your budget.
