How do I remove black stains on my skirt?

My skirt was stained with black spots after I washed and hanged it out to dry. There were those hard to remove black marks after it was soaked in the rain. How to remove them effectively?

Sounds like it might be mold spots. If your skirt is white you could bleach it, otherwise you're probably out of luck.
