I'd like something that I can really go build in a backyard or roottop and get some perceivable change in water temperature.

Not cost effective because you would also need some way of focusing the sunlight and to track the sun across the sky.

A more cost effective way would be to use solar heating arrays (or solar collector) on your roof. These are basically using black plastic pipe set against a black background to maximize infrared radiation from the sun.

Yes, and in fact solar pool water heaters are not uncommon in sunny areas such as southern California. You don't need mirrors -- you just need a black box, with a transparent top, and piping running through it. You also need a small pump to circulate the water.

it probally could depending on the angle and at the time how much he is given off by the sun.
