Unfortunately, you need a recovery disk to recover from this issue. you need to do one of three things.
This one will save data and may fix the issue 5% of the time:
Boot into recovery console. type chkdsk /r . Press enter. Type exit and press enter when finished.
This one will save data and may fix the issue 94% of the time.
Boot into recovery console
type cd \
press enter
type cd windows
press enter
type cd system32
press enter
type cd config
press enter
type ren system system.bac
press enter
type exit
reboot and follow the instructions on this webpage:

The last, will have a chance of losing data but is the easiest to do and works 94% of the time.
Use the recovery CD to do a repair install.
BTW. Recovery Cd = XP CD.

call you local computer repairman, he can fix things like that.
If your an expert you can try cross-mounting on a linux system, then borrowing the required files from a friend with a pc.
If the damage is massive or your disk has hardware problems, your only alternative is to get a good disk and restore from backup. I assume you backed the disk up didn't you? (LOL)
If the disk is serviceable, and you didn't backup you can start a new disk and mount the old one as a data disk, then transfer anything that is still readable. This requires that you know how to mount two drives in your system, if you don't call the repair man

Can't restore or run anything without booting, folks and if he wanted a Mac, that would have been the question. You can maybe get in with this:http://www.ultimatebootcd.com/ or the XP application mentioned, however you will need another computer to download it.

Try to run it in safe mode and just get that file from someone else stick it on a floppy and get it back on your comp. I think i've done that before for other files not sure if it will work for this also

its missing a system file so it probley wont even boot to safemode you shoould go to bestbuy and see if you can buy a system restore disk for 98,me,xp.etc
