On this site it would be deliberately posting a question so offensive and outrageous that people feel compelled to answer back and tell you off. Not out of true interest but for the reaction.
Trolls had established quite a community on the late yahoo news message boards.

Hey Rando,
Trolling is when someone posts a question or statement, that is only meant to create reactions from people. It might be someone making racial slurs, or writing something sexist in Singles & Dating area of Yahoo! Answers.
In Computers & Internet, you can always count on a troll to tell you that Windows is better than the Mac OS X, or that the Mac is better than Windows. What ever.
Usually simply ignoring trolls puts them in their place.

In fishing it means to put several hooks on a line between two boats and illegally hooking fish that are just swimming along, minding their own business. I hope this helps.
