I love that show!!! I actually never noticed the chin/testicle thing, but, boy, you can bet I'm going to my DVD collection right now!!

no, there's an episode where peter goes "oh, how did these get up here (referring to his chin) and then puts his chin in his pants" like saying his balls were on his chin. it was pretty funny.

No, I think so too, and so do many others like, the FCC guys in the episode "PTV". One of the FCC guys askes another "His chin looks like balls. You want me to censor those too?". So there you go, you're not alone.
