Note- I have a dial up network. Many times some updates are taken place so I have low beowsing speed. So is there any tool; that ends all processes on a network, I can stop all processes on network and browse with full spee. I WANT A TOOL THAT STOPS OR ENDS ALL PROCESSES AND TRANSFER OF DATA ON A NETWORK.

No, there is no tool for that, but you can stop processes, or as suggested, pull the phone line. That will only stop your download of updates at that time. If you are using automatic update, then it will try to reconnect and start the download process again.
I would schedule the auto-update for during the night when you are not actively using the PC.

You want a firewall program which allows you to choose what programs can access the internet.

It sounds to me like windows updates are downloading in the background. My advice would be to run Windows Update (in the start menu) and do the update overnight. There are various security issues in Windows which are fixed by doing this. Not updating may allow viruses, worms and other malware to infect your system.

Often times, I see major problems like these on clients computers because they neglected to keep their computer up to date.

Just keep an eye on your taskbar and close anything you arent using, that would be using the internet and turn off automatic updates. Consider getting DSL because at full speed your still browsing at turtle speed. :)

Disable the "Autoupdate" feature on the OS and all other software which might need to be updated frequently.
