The answer in short is that protectionism does not work. It forces profitable segments of the economy to fund unprofitable ones. The best our government can do is to stay out of the protectionism business, and get into the fostering economic growth business (lower taxes, less regulation, etc.).

Technically the U.S. has a man power shortage. That's why so many people want the immigrants to do even high paying jobs such as being doctors and doing construction. There are plenty of high paying jobs in the U.S. that people just don't want to do.
The U.S. has a shortage of electrictians for the power grid, rail road workers, dock workers, doctors, nurses, police, teachers, construction workers, judges, engineers and interpreters. If the U.S. decides to increase the size of the military, the U.S. would lack soldiers too.

The United States does a lot to help those who have lost their jobs by providing unemployment for the laid off, job searching through ESC, and even food benefits through DSS. I think it is the (people) who aren't willing to learn new job skills, aren't able to comprehend complex tasks, and who are responsible for getting fired and such to start. The government is established by the people for the people and there are programs of help for those needing help due to layoff or release.
As far as protecting someone against lay-off, it is not a governmental guarantee a business will close or not stay open. It however is the responsibility of the individual to be smart enough to find a reputable employer, learn educational skills, and be motivated enough into looking for one.
