Becasue he wants another to create another Ayatollah Khomeini. US indirectly helped create Bin Laden. They indirectly helped create Saddam. They helped create the Shah of Iran. They are great at creating radical leaders who end up screwing them in the end. It just shows how screwed up US foreign policy has been for the last 50 years.

Saddam favored the Sunnis and murdered numerous Shiites and Kurds over the years.
As Sunnis only make up approximately 19% of the Iraqi population.... when Iraq had a national election Shiites voted in great numbers. Sunnis didn't even take part in the first phase of elections - then protested their lack of say in the new government..
It wasn't so much a "love of a challenge" as Sunnis refusing to participate...like spoiled children that lost their bully leader.
