it drops whenever i wiped my face after i washed my face,and sometime when i rubbed my eyes it wil drop too,and sometimes it drop just lky tt,it is normal?

My first answer is a question: how old are you? If you're above a certain age and you're getting wrinkles, it may be a part of the ageing process where facial and other muscles weaken over time. I would not consider this as normal if you're, say, younger than 45. Are you experiencing any other problems with other muscles?
If you are older than fourty, you might consider getting botox treatment to fix the eyebrow muscle problem; however, if you are still young, you might want to get tested for facial muscular dystrophy. If it's neither of the above, maybe research your family history- it may be some kind of genetically inherited ordeal.
