Depends on the time of year. In summer, in northern Alaska, it doesn't set, it stays up for a few weeks. In winter, it sets first in Maine, and sets last in Hawaii.

On first:
Above the Arctic circle, Alaska has 24 hour days. So, the answer is Alaska at certain times of the year.
In the lower 48 states, the east coast of Maine is possibly always first. I determined this using the following site:

I compared the sunrise times for Miami with Eastport, Maine, getting the latitude and longitude for Eastport from Google. On December 21, the sunrise times are virtually the same. The further the day is from December 21, however, the greater the difference will be in the sunrise times, since Maine has longer Summer days, being further north.
So, in the lower 48, Maine usually (maybe always) sees the sun first, the only exceptions coming around December 21. However, if you include Alaska, above the Arctic circle there will be sun all day on June 21, while the most northern parts of Alaska will even have over two months of continuous sunlight.
On last:
Either Hawaii or Alaska, depending on the time of year. Again, don't forget that Alaska has very long days in the Summer.

The Sun sets East to West.
I believe, in an evening, in the US, the sun would first set on Maine with Hawaii being the last of the US states to see a sunset in a 24 hour period.

If the sun rises in the east and sets in the west, it logically rises first in the Eastern Coast, then works it's way towards the West Coast. The Time Zones also take into effect, with the West Coast being three hours behind ESTime.

Considering the international date line the sun first rises for the us in Guam, after all they are considered a day ahead of us. I the therefore sets on the same demarcation line on the opposite side of the world. In military terms this is considered ZULU time
