Blue eye shadow and deep blue mascara. That kind of blue where it's not bold, but draws your attention to your eyes. I do something like that to bring out the brown in mine.

Use blue and pink eyeliners i bought this one liner from wet n wild sold in most drugstores or walmart it is a really pretty blue it is kind of shimmery and i also have a eyeshadow from them but i use it as a liner it is a pretty pink in one of thus squeeze tubes. I also use Maybelline's liners and shadows.

take note of the colours paris hilton wears her eyes are blue. even other people who have blue eyes, take not of what colours they wear, even hair colour could make a difference

Purple or green tones will really make your eyes stand out like crazy! Just be sure to blend real well!
