Feed the hungry. My house is not big enough for the homeless but I can always stock up on groceries to share with the hungry.

To help the hungry to feed themselves. Most people spend all day long walking miles and miles to find food and water. If people could help bring them irrigation systems and learn to build them, and how to grow food etc. it would go a lot further than just feeding them.
Housing the homeless won't do anything if they don't want to help themselves or change in any way.
Both need help however.

If its just out of these two options then I would say feed the hungry. If you have shelter but no food then what's the point.
