If the ring is at a distance of 22 degrees, it is caused by ice cristals in high clouds (cirrus or cirro-stratus); these clouds are usually ahead of a warm front and are often followed by alto-stratus and nimbo-stratus (warm front cloud with precipitation -- rain or snow, depending).
In temperate climates, cirrus and cirro-stratus clouds are approximately 24 hours ahead of the nimbo-stratus. Some people say that the halo announces rain (or snow) in the next 12 to 36 hours.

It can be caused by many things. Most commonly high humidity. Then we are talking about ice particles in the upper atmosphere. It can also be caused by impurities in the air at high altitudes. Like smoke, smog, ash, etc.
Called moon dogs by some.
