Since you survived at this job for two years already I think it's safe to say you're doing a good job, so looking for a job with better time off benefits might be worthwhile. 3 weeks vacation is reasonable after two years but by no means guaranteed. With a new job offer, the best thing is to get it up front, before you take the job. If you ever find yourself job hunting, ask for every other Friday off (it's not easy but can be done) and 3 weeks vacation to start. Offer to work for less salary in return. If the prospective employer doesn't want to give you that deal (less money for more time off), it means your time is worth more to them than they're paying you for it.

it just depends on your employer. I worked for a company that was very generous, and they gave everyone 4 weeks a year. The company I work for now give you a minum of 2 weeks, more depending on your title/job and seniority.

Your boss can. Your paycheck can tell you how many hours are available. I take about 7 weeks a year despite being given 10 weeks. I just can't lay about that long.
