Okay well most people recommend 8-9 hours of sleep per night. Teens should probably get 9 at least, but I don't know how old you are. I know it's hard to get that much sleep, I get 7 hours on a good weekday. In the morning, drink coffee (but you'll probably get addicted) or eat an apple. Some people believe apples are more effective than coffee. Personally I drink coffee even though it's bad for me. =P.

Makeup wise--use concealer to cover up bags underneath your eyes. Use eye liner on your top lids to make them not look so droopy or play up another part of your face (eg. lips) to take attention away from your eyes.

Hope this helps! Sleep well ;)

well first of all i think your question is retarded but if you have to do that when you wake up make tea and then lay the tea bags flat out for awhile until theyre not hot and put one over each eye, and then take them off when you can see the puffiness has gone down

then use concealer, tons of it, then curl your eye lashes with an eye lash curler to make them appear bigger and the dead tired look will totally be less noticeable
