Is it ok to have a guy that is talking to you on the phone and but when you see him like with his freinds he sorta ignore me but yet he still stares at me is the the start of a relashonship because we already going out!>

no. i don't think that's normal. he sould atleast be saying hello when he sees you in the hall ways.
