first things first, verify that your usb ports are usb1 and not usb2.
Even though a port's usb2, having the wrong driver installed or not having installed a windows update can cause the port to run at usb1 speeds. Iirc, the usb2 update arrived with windows xp SP1.
I'd have a look at the motherboard's manual and double check if the ports are supposed to be usb1 or usb2.
If they're usb1 right enough, then like people have said, you can install a PCI card to provide you with usb2 sockets, or a pcmcia card if it's a laptop you're using.
DO NOT buy a usb2 hub thinking it'll upgrade you to usb2. These are for upgrading the amount of ports you already have, not upgrading the speed. the hub will work, but only at usb1 speeds until you install a pci/pcmcia card.
Unfortunately it's not possible to upgrade usb1 sockets to usb2, but it's fine to have a mix of the two.
Like was mentioned though, usb2's only necessary when transferring large amounts of data - loading music onto your mp3 player etc. Anything like a mouse, keyboard etc will use such a small amount of bandwidth that usb1 can handle them perfectly.

You can buy a USB 2.0 controller card for less than £10 that also has Firewire ports.
Go search any of the numerous sales sites via Google etc.

Yes, you need to install a USB 2.0 or "Firewire" card in you PC. They are less than $20, even Wal-Mart sells them. Amazing speed difference, well worth doing. It took me 4 hours to transfer 2 gb with USB 1.0, but less than 20 minutes to do it with a USB 2.0 connection.

go to a computer store and buy an usb 2.0 card to fit in one of the slots you cant upgrade the current ones. go that website and look at the Belkin F5U220...something like that

A 2.0 usb port is a necessity today. Everything goes faster and 1.0 speed usb ports are history. You will have to take it to a repair man I think. But first call the computer manufacturer and see if the other components are compatible with 2.0 speed.

i just had an old computer that had usb1 i only wanted 2.0 when i was transferring data onto my flash drive. but for a keyboard and mouse or even a game pad or joystick, no
overall:
DONT WASTE YOUR MONEY!!!!!!!!!!!!!!
unless you are REALLY into transferring massave amounts of data (like an external hard drive)
