You can decline (say no to) a party invitation. Sales can decline (decrease) in January. A credit card can be declined (not accepted as a form of payment.)

It has a few meanings. Where are you seeing it?

Don't know in what way you are using the word but in the case of a debit or credit card it means there isn't enough money in the account or the account was closed. If the case is there is not enough money all you need to do is put more money in to the account. If the account is closed that's it it is closed. Just open another one.
