It's hotly debated. There have been stamps that were used for quick transcripting that date to more than 3000 years ago, in Mesopotamia. Some believe that this is not truly movable type, as the language it depicts had more than 4000 symbols and therefore would be very difficult to use. Personally, I believe that movable type was truly created in Korea circa 1000 (which may be the same person that someone else mentioned, as Korea was a tributary state of China during this time.
