You should ignore everybody and do what seems right to you. I've known a lot of people who were fully capable of doing well in college but screwed up because they took too many classes at once. Personally, I could never handle it. Four classes at a time was all I could ever do well. The semesters when I took 5 classes, I generally had lower grades. I survived, but didn't learn as much, and generally lowered my GPA. Other people didn't have that problem.

You have to learn what you can handle and stick with that, instead of trying to live up to someone else's standard. It doesn't matter how many classes you take at one time. It only matters that you do your best. Do whatever helps you succeed.

And, by the way, NO ONE ever looks back and says "Oh, no! He only took 13 hours instead of 16!!!" Employers don't even HAVE that info, and grad schools only care that you got good grades, not how many hours you took at one time.

You should go for 16 if possible, unless the other 13 are extremely tough. I was told that it looks bad if you don't take a full load, to employers and to grad schools becasue they may thing that you can't handle the stress of a full load of classes, and thus may be less qualified. As someone also said before, it allows for a little wiggle room if you need to drop a course for whatever reason, and then of course the extra costs involved of taking that class is usually minimal.

If you don't need the extra credits, why not take a course in something that you are interested in and may not find an opportunity to explore later?

If you have the time and the capability to accomodate one more subject, then why not?

16 credits sounds much better than 13. Go for it!

You should take 16, it's usually the same price or close as 13 and if you are doing poorly in one class you can drop and it not effect full time status.
