This is because flourine is the most electronegative atom of the bunch. Because of it's high electronegativity, flourine is going to attract the electrons from the hydrogen it is bonded to. This will give flourine a partial negative charge and hydrogen a partial positive charge, because of this the flourine of one molecule will be attracted to the hydrogen of another molecule. All the compounds will act like this, but HF will be the strongest because it is the most electronegative.
