Covalent bond because an oxygen atom is attached to two hydrogen atoms through covalent bonds. Covalent bond is when two atoms (or a group of atoms) share their electrons with each other in an electron cloud instead of just losing/gaining them like in ionic bonds.
Hydrogen bond because oxygen atom is more electronegative than the hydrogen atoms and so this causes the electron cloud (2 electrons shared between oxygen and hydrogen) to move slightly towards oxygen and slightly away from hydrogen. This results in a partial negative charge over oxygen and a partial positive charge over hydrogen atom. These partial charges attract and these charges are strong enough to be hydrogen bonds. So they are called hydrogen bonds instead of Van der Vaals bonds or London bonds.

i would say a, covalent and hydrogen bonds---covalent as the intramolecular bonds (holding together the H and O) and hydrogen bonding as the intermolecular forces (holding together the h2o molecules to create ice.
