Like Guitar Hero 2 has a "PAL" version but what is it?

Phase Alternate Line. The video signal standard used in Western Europe, the United Kingdom, China, Australia, New Zealand, the Middle East, and parts of Africa. Video products destined for that area must be compatible with this standard as opposed to NTSC standards. PAL is based on the 50 Hz power system and displays 625 scan lines interlaced at 50 fields per second (25 frames per second). Conversion between PAL and NTSC is possible but the standards are incompatible. See also NTSC and SECAM.

PAL just means that it's made for the European market.

Each region has their own code, North America is NTSC, Europe is PAL, and Japan is NTSC-J. It's video game companies way to prevent one market from interfering with another market. Sony wants North America to pay for games made for N. America, and not pay for games made in Japan or somewhere else.

PAL is a tv format used in many non-US countries. US uses NTSC, and only NTSC. PAL will not display correctly on a TV manufactured for use in the US.

playable on a limited device (outside USA), some PAL video games might not play with a device that is not capable of playing PAL games (UK games wont play with US playstation)
