turn off the power switch, wait for a moment for the surge in the adapter to be gone, then pull out the power cord. It's maybe the cord is broken inside and wire mess together. Consult your dealer for a new charger and power cord.

First unplug it from the wall! Then you can unplug it from the back of the computer because no charge is coming to it. Are you sure it is the charger and not the battery supply?
After you get it unplugged, CALL the manufacturer! Take pictures of the devastation!
Do NOT use it again if it is shooting sparks! IT IS NOT SAFE!

go flip the breaker off at the breaker box.

If fire shot out, then most likely the breaker tripped anyway and there will be no power on that outlet. If the breaker didn't trip, you can still pull it out with your hand, just don't touch anything metal.

If you leave it, it may cause a fire. So, pull it out.

well, you could turn off the power fromt he basement, and take it out. Or you could pull it with some kind of wood. and don't even try by covering your skin by your clothes to do it.
