make sure you can see your animation palette once you've opend the animation file: Window > Animation (should have a tick next to it, if not click it)
underneath the frame thumbnails there's some icons, the second last on is a picture of a square page with the corner curled up, so click the frame that you want to add your frame after, then click the square page icon - it will duplicate the frame you had selected, then you can do whatever you want in that frame using all the tools, etc.
otherwise, export your animation to photoshop using that button at the bottom of the tools palette, and then add new blank layers and think of these as your new frames, when done, export back to image ready using that button again.

There is a button on the lower middle of the animation timeline that will duplicate the current frame. The button to the left of it should tween (create animation between) the frames.

In Photoshop open all of your pictures you want to animate now start dragging the pictures to one so that you'll have many layers then click on the imageready button and make your picture animation.

if you mean ADOBE IMAGE READER, then it is a reader only and you cant edit.
