well not for 99 cents but for 2 or 3 bucks you can get a package of white dye from the supermarket ... it will still require the use of water but not a washing machine

Try the following:
1) Buy a new underwear.
2) Hand wash. Rub the area of the **** stain very hard until the **** stain comes off.

Make a paste of laundry detergent and baking soda. Apply it to the stain and let it sit for 20 minutes. Handwash in the sink with detergent, water and a tiny bit of bleach.

Fill a basin or bucket with warm water, add about 1/4 cup Clorox, let that soak overnight. Drain that water off and rinse, fill the bucket or basin again with rather hot water, scrub a dub dub dub rubbing the fabric between your hands, dump the water out in the toilet, fill the bucket or basin with fairly cool water, rinse, rinse, rinse buy pushing the undies up and down, ring out, hang over something that doesn't rust, preferably a rigged up clothes line and let them dry, depending on conditions, 6 hours or more. Or do it your way.

You should use soap that you wash dishes with and put your underwear in the kitchen sink and put the soap on them and rub it together with hot water.

Just get some dishwashing soap and fill your sink up with hot water. Then just scrub away...it shouldn't be that hard. Dishwashing soap actually works really well on stains and can be used if you run out of detergent.
